A Manifestation Determination Review (MDR) is a process mandated by the Individuals with Disabilities Education Act (IDEA), which governs special education services in the United States. It is conducted when a student with a disability faces disciplinary action, particularly suspension or expulsion, for behavior that is considered a violation of the school’s code of conduct. IDEA protects students with disabilities from certain disciplinary actions if the disciplinary violation is caused by or substantially related to the child’s disability.
